Cecilia Warren, former Executive Director of Creative Child Care, Inc. (CCCI), was arraigned on five felony counts for allegedly misappropriating $486,828.17 in public funds intended for Head Start and state preschool programs.
From January 2023 to September 2024, Warren used a company credit card for unauthorized purchases, including personal vacations, a London excursion, a San Francisco brunch cruise, an overnight retreat at Wine and Roses, cooking classes, Amazon orders shipped to her home, vehicle repairs, and tens of thousands in gift cards from Southwest Airlines, Macy’s, Sky Zone, and Dick’s Sporting Goods.

She was released on her own recognizance with search conditions and is scheduled to return to Department 8C on December 8, 2025, at 8:30 a.m.
“Public funds are for the children and families we serve, not personal enrichment,” said District Attorney Ron Freitas. “This office will hold accountable those who betray that trust.”
The case is prosecuted by the Public Integrity Unit.

The goal of a Family Justice Center is to provide comprehensive and coordinated support to individuals and families affected by abuse, helping them to feel safe and supported as they navigate the process of seeking help and rebuilding their lives.
